Chairman
Fuad Rauf oglu Muradov was born on July 22, 1979 in Baku.
He studied at secondary school No.6 in Baku from 1986 to 1996. In 2002, he completed Joint Master Program on “Environment and Petroleum Industry” implemented together with Azerbaijan State Oil Academy, University of Nice in France, IFP School and University of Genoa in Italy within Tempus Program. He was a graduate student and researcher at the Institute of Radiation Problems of Azerbaijan National Academy of Sciences.
In 2010, he defended his PhD thesis on "Analysis and distribution patterns of radionuclides in the waste released into the environment during primary petroleum refinery". He holds a PhD degree in Chemistry.
He is an author of ten scientific works and a monograph.
He has an excellent command of English, French and Russian languages.
From 2002 to 2004, he was a chairman of the Financial-Control Commission of the European Youth Forum.
From 2002 to 2004, he served as Secretary General of National Assembly of Youth Organization of the Republic of Azerbaijan.
From 2004 to 2012, he served as Chairman of National Assembly of Youth Organization of the Republic of Azerbaijan.
From 2005 to 2015, he served as a member of the Broadcasting Council of the Public TV and Radio Broadcasting Company.
In 2005, he was elected a member of the Milli Majlis of the Republic of Azerbaijan of the 3rd convocation. He was a member of the Milli Majlis Standing Committee on Human Rights. He served as Deputy Chairman of the EU-Azerbaijan Parliamentary Cooperation Committee and as the Head of Azerbaijan-Malaysia working group on interparliamentary relations. He served as a member of Azerbaijan-Germany, Azerbaijan-Belgium, Azerbaijan-UK, Azerbaijan-India, Azerbaijan-Kuwait, Azerbaijan-Uzbekistan working groups on interparliamentary relations.
In 2006, he served as a member of the South Caucasus Parliamentary Initiative Group.
From 2008, he has been serving as a member of the global working group of the Global Organization of Parliamentarians against Corruption supporting the UN Convention against Corruption.
In 2010, he was elected a member of the Milli Majlis of the Republic of Azerbaijan of the Forth Convocation. He served as a member of the Parliamentary Committee on Natural Resources, Energy and Ecology. He served as Deputy Chairman of the EU-Azerbaijan Parliamentary Cooperation Committee, as the Head of Azerbaijan-Lithuania working group on interparliamentary relations, as well as a member of Azerbaijan-United States, Azerbaijan-Belgium, Azerbaijan-UK, Azerbaijan-France Azerbaijan-Germany, Azerbaijan-India, Azerbaijan-Kuwait working groups on interparliamentary relations.
From 2011 to 2018 he served as a cochair of Euro-nest Parliamentary Assembly's Committee on Energy Security.
He was a member of the working group who drafted “State Program on the Azerbaijani Youth in 2011-2015”.
From June 25, 2011, he has been serving as a member of the Crans Montana Forum of New Leaders for Tomorrow.
In 2012, he was elected the Chairman of the “Great Silk Way” International Youth Union.
In 2015, he was elected a member of Milli Majlis of the Republic of Azerbaijan of the Fifth Convocation. He served as Chairman of Parliamentary Committee on Youth and Sports up to 2018. He served as the Head of the working group on Azerbaijan-Canada interparliamentary relations, as a member of the mentioned groups on Azerbaijan-USA, Azerbaijan-Belgium, Azerbaijan-UK, Azerbaijan-France, Azerbaijan-Germany, Azerbaijan-India, Azerbaijan-Kuwait, Azerbaijan-Lithuania interparliamentary relations.He is a member of Munich Young Leaders Program since 2015.
He is a chairman of the State Committee on Work with Diaspora of the Republic of Azerbaijan since 2018.
He was awarded with the 3rd degree "For service to the country" order for his effective contributions to the implementation of state policy in the field of work with the Azerbaijani diaspora by the Decree of the President Prezident Ilham Aliyev dated July 4, 2022.
In 2024 according to the Decree of the President of the Republic of Azerbaijan Ilham Aliyev, he was awarded with the jubilee medal “100th anniversary of Heydar Aliyev (1923-2023)”.

First Deputy Chairman
Valeh Tofig oglu Hajiyev was born on May 7, 1958 in the city of Agdash.
From 1965 to 1975, he studied at Agdash city secondary school.
From 1975 to 1976, he worked at "October Revolution"machine-building plant in Baku.
From 1977 to 1979 he was on active military service.
From 1979 to 1980, he worked at PMK in Agdash city.
From 1980 to 1985, he studied mechanical engineering at the Azerbaijan Polytechnic Institute named after Ch. Ildırım.
From 1985 to 1991, he worked in Baku "Installation and assembly" department at various positions.
From 1991 to 2001, he ran his own business.
From 2001 to 2002, he worked as a specialist at the Ministry of Economic Development.
From 2002 to 2004, he was the head of department at the State Committee for Affairs with Azerbaijanis Living Abroad.
He was appointed to the post of First Deputy Chairman of the State Committee for Affairs with Azerbaijanis Living Abroad by the Presidential Decree dated February 23, 2004.
He was appointed to the post of First Deputy Chairman of the State Committee on Work with Diaspora by the Presidential Decree dated July 13, 2017.
He was awarded "Tereggi" (Progress) medal by the Presidential Decree dated July 6, 2012.
Valeh Hajiyev was awarded with the 3rd degree of the order "For Service to the Country" for his efficient work in the civil service by the Presidential Decree dated June 23, 2020,
He is a member of the New Azerbaijan Party.

Vagif Hasan oglu Seyidbayov was born on July 13, 1980 in Baku.
From 1987 to 1997, he studied at secondary school No. 152 in Nasimi district.
From 1997 to 2001, he studied at the Faculty of History of Baku State University.
From 2003 to 2006, he worked for various youth organizations.
From 2006 to 2011, he worked as a consultant and lead consultant at the State Committee on Work with Diaspora. In March 2011, he was appointed Head of Youth Department of the State Committee on Work with Diaspora of the Republic of Azerbaijan.
From 2012 to 2017, he worked as the head of the Projects and regions sector of the Youth Foundation under the President of the Republic of Azerbaijan.
From April 2017 to August 2020, he worked as the first secretary of the Western European Department of the Ministry of Foreign Affairs.
From August 2017 to August 2020, he worked as the first secretary of the Embassy of the Republic of Azerbaijan in the Kingdom of Sweden.
Vagif Seyidbayov was appointed Deputy Chairman of the State Committee on Work with Diaspora by the order of the President of the Republic of Azerbaijan dated November 21, 2020.
He has a perfect command of English and Russian languages.

Elshad Nugay oglu Aliyev was born on July 28, 1979 in Baku.
From 1985 to 1995, he studied at secondary school No. 190 in Sabail district of Baku city.
From 1995 to 1999, he received a bachelor's degree as well as from 1999 to 2001 a master's degree at the department of English and French Languages of Azerbaijan University of Languages.
From 2001 to 2022, he was on active military service.
From 2003 to 2010, worked at various state agencies.
From 2011, he worked as the first secretary of the Western European Division of the 1st European Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan, as well as from 2012 to 2016 the first secretary of the Embassy of the Republic of Azerbaijan to the Republic of France.
From 2018 to 2020, he worked in the position of an executive director of the Fund for support to Azerbaijani Diaspora, which operates under State Committee on Work with Diaspora of the Republic of Azerbaijan.
He was appointed Deputy Chairman of the State Committee on Work with Diaspora by the Decree of the President of the Republic of Azerbaijan dated September 2, 2020.
He has a good command of French, Russian and Turkish.
He is married and has two children.
