The Cabinet of Ministers of the Republic of Azerbaijan has approved the "Rules for providing social assistance to low-income Azerbaijanis living abroad" prepared by the State Committee on Work with Diaspora.
This Regulation has been prepared in accordance with the Law of the Republic of Azerbaijan “On State Policy on Azerbaijanis Living Abroad” and defines the mechanism for providing social assistance to low-income Azerbaijanis living abroad.
Providing social assistance to low-income Azerbaijanis living abroad will be carried out taking into account the generally accepted principles of international law and the national legislation of the relevant foreign state.
According to the regulation, which will come into force on January 1, 2021, low-income Azerbaijanis living abroad for more than 182 days, whose average monthly income is less than the average monthly salary in the country of residence, will be able to receive one-time cash assistance in the following cases:
1.if there are Azerbaijani persons under the age of 18 who have lost both parents under his/her guardianship.
2. in case of damage during emergencies, war and military operations and failure to receive necessary assistance from insurance and other means to compensate for the damage caused in the country of residence
3. when it is necessary to bring the corpse of a deceased close relative to the Republic of Azerbaijan.
Applications for social assistance will be made in electronic form using the “E-government” portal or the official website of the Fund for Support to Azerbaijan Diaspora.
Social assistance is paid within 3 working days from the date of the decision on the appointment of assistance. The upper limit of social assistance is set at 3,000 (three thousand) manat.
It should be noted that, the State Committee on Work with Diaspora will monitor the providing social assistance.
