The third meeting of heads of state bodies and organizations responsible for diaspora issues of member states of the Cooperation Council of Turkic Speaking States (CCTSS) was held in Ankara. Our country was represented by the delegation led by Fuad Muradov, chairman of the State Committee on Work with Diaspora.
Secretary General of the CCTSS Bagdad Amreyev gave general information on the agenda issues. The meeting discussed the current posture of the turkic-speaking diaspora and the coordination and cooperation opportunities between the diaspora organizations of the member states, "Joint Action Plan of Turkish Council Turkish-Speaking Diasporas" of Turkish Council and the adoption of a Joint Action Plan for Turkish-speaking Diasporas for 2018-2019, holding of II Diasporas Forum, publishing of the Atlas of Turkic-speaking Diasporas, determining the time and place of the next meeting of heads of state bodies and organizations responsible for the diaspora issues of the Turkish Council and other issues.
Chairman of the State Committee on Work with Diaspora Fuad Muradov noted that although the idea of unity of the Turkic world has existed for centuries, concrete steps have been taken towards the realization of this idea only in the twentieth century. He emphasized the services of two great leaders of the Turkic world - Mustafa Kemal Ataturk and Heydar Aliyev, and stressed that "The joy of Azerbaijan is our joy and sorrow of Azerbaijan is our sorrow" and "We are a nation, two states" said by two great leaders means that how much importance they gave to the unity of the Turkic world. The chairman of the State Committee noted that the joint activity of Turkic-speaking diasporas can be more successful and effective emphasizing the State Committee on Work with Diaspora tries to show that azerbaijanis always are supported by strong and independent Azerbaijan State.
Muradov noted that several meetings of heads of state bodies responsible for diaspora issues of CCTSS member states were held in Baku, Ankara, the results of joint activity of the diasporas of Turkic-speaking countries and their future perspectives were discussed. He also recalled that Turkey, Azerbaijan, Kazakhstan and Kyrgyzstan, which are members of the Cooperation Council of Turkic Speaking States adopted “joint action strategy of diaspora organizations of Turkic-speaking countries”, adding that Uzbekistan will further strengthen this union by joining the Turkish Council.
Minister of Culture and Tourism of Turkey Mehmet Nuri Ersoy, Minister of Social Development of Kazakhstan Darhan Kaletayev, Head of the Presidency for Turks Abroad and Related Communities Abdullah Eren and others emphasized the importance of the meeting and the decisions to be made here.
After the speeches, the current situation of the Turkic-speaking diasporas and the co-ordination and cooperation between the diaspora institutions of the Cooperation Council of Turkic Speaking States member states were discussed. The agreement was reached on holding the 4th meeting of state bodies and organization leaders responsible for diaspora issues in Kazakhstan, the 2nd Forum of the Turkic Council hosted by Turkey in 2019. Also, it was decided to set up a Working Group to implement the measures envisaged in the adopted documents, to hold the first meeting of the group and the 5th meeting of the Working Group under the Turkic Council in 2019 in Azerbaijan.
Sharing experience of Turkey and Azerbaijan in the field of diaspora in the framework of the exchange program with other member countries of the Turkic Council, In this context, the initiative to organize workshops within the experience exchange program with the participation of representatives of relevant bodies from Turkey, Azerbaijan, Kazakhstan and Kyrgyzstan in 2018-2019, t he initiative of the International Youth Camp in Kazakhstan was unanimously adopted. In addition, agreement was reached to organize joint trainings for representatives of Diaspora and civil society to enhance unity and solidarity among Turkey, Azerbaijan, Kazakhstan and Kyrgyzstan's diaspora organizations in 2019, hosted by the Turkish side in Germany or France, in the US with the joint support of Azerbaijan and Kyrgyzstan.
At the same time, it was decided to prepare a joint online diaspora portal under the Turkic Council to strengthen co-operation and coordination among Turkic-speaking diasporas. The parties agreed on a joint agreement on the preparation of the Turkic Council's Diaspora Atlas and other issues for exchange of information on diasporas of the Turkic-speaking countries.
Within the framework of the visit, the Memorandum of Understanding was signed between the State Committee on Work with Diaspora of the Republic of Azerbaijan, the Citizens' Foundation of the Republic of Kazakhstan and the Presidency for Turks Abroad and Related Communities in the field of Diaspora policy.
Later, the heads of state agencies responsible for diaspora issues of the member states met with Assistant to the President of Turkey Fuat Oktay.
